House approves new sanctions on Iran

WASHINGTON (AP) ? The House voted overwhelmingly Wednesday to slap sanctions on Iran's energy, shipping and financial industries, convinced that increasing the economic pressure on Tehran will force it to abandon its suspected nuclear weapons program.

By a vote of 421-6, the House backed the legislation that builds on the current penalties directed at financial institutions that do business with Iran's central bank. The Senate is expected to easily pass the measure and send it to President Barack Obama for his signature.

"Ultimately, we will all be judged by a simple question: Did we stop Iran from getting a nuclear weapons capability?" said Rep. Ileana Ros-Lehtinen, R-Fla., during the House debate. "If the answer is no ? if we fail ? then nothing else matters. If we fail, it would be of no comfort to the American people, whose security and future would be put in danger. If we fail, it would be of no comfort to our ally Israel, whose very existence would be put in danger."

Ros-Lehtinen, the chairwoman of the House Foreign Affairs Committee, and Sen. Tim Johnson, D-S.D., chairman of the Senate Banking Committee, negotiated the compromise bill.

The legislation would impose sanctions on anyone who mines uranium with Iran; sells, leases or provides oil tankers to Tehran; or provides insurance to the National Iranian Tanker Co., the state-run shipping line. The bill seeks to undermine Iran's ability to repatriate revenue from the sale of crude oil.

The bill would penalize anyone who works in Iran's petroleum, petrochemical or natural gas sector, or helps Tehran's oil and gas industry by providing goods, services, technology or infrastructure.

Separately this week, President Barack Obama announced new penalties on Tehran's energy sector and on foreign banks in China and Iraq that the U.S. says help the Islamic republic evade international penalties.

The United States and Europe insist that the penalties are working. Iran has exported 2.5 million barrels of oil a day to Europe, China, India, Japan and South Korea. U.S. officials say the penalties have reduced Iran oil exports to less than 1.8 million barrels a day, costing Tehran about $63 million daily.

But in Jerusalem on Wednesday, Israeli Prime Minister Benjamin Netanyahu challenged the effectiveness of sanctions.

"Neither sanctions nor diplomacy has yet had any impact on Iran's nuclear weapons program," the Israeli leader said, with Defense Secretary Leon Panetta standing by his side.

The compromise bill would target the Iranian Revolutionary Guard Corps and anyone who assists the paramilitary group, including foreign government agencies.

The bill also would deny visas and freeze assets on individuals and companies that supply Iran with technology that could be used against its citizens, such as tear gas, rubber bullets and surveillance equipment. The bill extends those sanctions on human rights violators to Syria, where President Bashar Assad's regime is accused of a bloody crackdown against protesters.

The bill requires companies that trade on the U.S. stock exchange to disclose any Iran-related business to the Securities and Exchange Commission.

Late last year, Congress overwhelmingly approved sanctions targeting foreign financial institutions that do business with Iran's central bank by barring them from opening or maintaining correspondent operations in the United States. Those sanctions applied to foreign central banks only for transactions that involve the sale or purchase of petroleum or petroleum products.

The new bill expands on those penalties.

"These provisions are very important, but the Iranians should not be fooled into thinking that this is the last word on sanctions. Far from it," said Rep. Howard Berman of California, the top Democrat on the Foreign Affairs Committee.

A handful of lawmakers objected to the legislation, casting it as a step toward war.

Rep. Ron Paul, R-Texas, said the legislation should be called the "Obsession With Iran Act" and warned against "beating the war drums once again."

"We need to stop the wars. We don't have the money to fight these wars any longer," Paul said.

Rep. Dennis Kucinich, D-Ohio, said the bill sets the stage for another conflict

Berman dismissed that idea.

"This is not the next step to war. This is the alternative to war," he said.

Antwerp ? It looks like Tunisia, where the Arab Spring started, had a successful transition to democracy. Ben Ali has fled the country and the moderate Islamist party Ennahda won the elections in October 2011. They allegedly take Turkey as an example; a secular democracy governed by a party with an Islamic identity. Lately, however, there have been tensions between Islamicists and secular liberals and the economy is still very fragile. In April the government puts a ban on demonstrations which generated new protests (New York Times). This weekend at the Sfinks Festival in Boechout, Belgium, I spoke to the Tunesian singer-songwriter Emel Mathlouthi, currently living in France, about Tunisia and her music.

What can you tell us about the current situation of Tunisia?

?We are still waiting for the?next elections. They?(Ennahda, CC)?are supposed to work on the future constitution. Officially?freedom of speech is not a problem, but I think that they are trying to pass their ideas to some newspapers, to some sitcoms and the television and something like that.?They want to?control?easily the population with the fact that they are a religious party. It is easy, you?know, all these people who have no power, no studies, to transform them in defenders of religion.?

On your website you say that you became a victim of intimidation and you were threatened with a ban as a result of your activities in student unions. What was your status as a performer?

?In Tunisia I had a small audience of leftist people,?intellectuals,?journalists and students. When I went to Paris, I started doing some concerts, recorded a lot of songs and put them on?the internet. This time Tunisian youth started to know about me, about my struggle. I was already doing this in Tunisia since 2002. ?I went to France (in 2007, CC) because I couldn?t do the music I wanted to do.?I didn?t have the stage to do my music. And as an artist you have to be on stage, you have to participate in festivals, you have to record albums, record songs and I couldn?t do all that.?

What did you learn from your musical heroes, the Lebanese bard Marcel Khalife, the poet?Mahmoud Darwish?and?Lebanese?diva Fairouz?

?Also Chiekh Iman from Egypt (political singer-songwriter 1918 ? 1995, CC) and I learned also from Bob Dylan and Joan Baez. From all these people I learned the courage, their music give me a lot of strength and hope, and it touches me very deep and it inspired me to do what I did all these years, to write my own songs. They give me the sensitivity I needed to compose nice melodies around my lyrics.?

Your music is very modern with psychedelic rock, electronics, trip hop ? the concert at Sfinks was really powerful with a stunning light show. What is the Tunisian voice in it?

?I was searching for the Tunisian style, my Tunisian identity, for many years. When I was still in Tunesia I was hating all that is Tunisian, because of the repression and the frustration. The dictatorship makes you hate your identity, your flag. You can not be a patriot anymore. I think I started to build and discover my identity when I went to France. I discovered that I was different. I was really Tunisian. I didn?t know in what way, but is was very deep. For this album (Kelmti Horra, CC) I searched some records of popular music, because popular music is the heart of every culture. Folklore and popular music with the traditional drums, costumes and the traditional instruments. I wanted to have the free way of how these people do this kind of music, which is called?el mezwed. They don?t study music. They have rhythm since they are young, the music is in their veins. This freedom is very?necessary?for me because I am talking about freedom. There is freedom about doing music in the way you learn music, practice music. ?So there are no rules. It?s not like, it has to be like this, just how you feel it. I like this thing of our popular music and they have a very specific way of playing the drums, I wanted this strength inside my music. Especially if I melt it with another, ?modern sound.?

Earlier this year Emel Mathlouthi released her first album?Kelmti Horra. The album?s title track turned her into a symbolic figure for Tunisian youth during last year?s Arab spring and became a kind of alternative national anthem.?

?The title means ?my word is free? and is not?specifically?meant?to Tunisia, or the Arabic countries, but to the whole world. The video I made?traveled?through the world, because the young are connected to the internet. This song touches a lot. It?s always my final message at a concert so it can stay in the heads of the people to make them united. When I was at a demonstration in Tunisia they ask me to sing it on the street.?

Republican ads woo disillusioned Obama voters

NEW YORK (AP) ? One Republican campaign ad describes the "buyer's remorse" some voters feel about President Barack Obama. Another ad features a woman saying she had supported Obama because "he spoke so beautifully" but he's failed to deliver on his promises.

Still another ad woos Obama supporters with a direct but gentle prod: "It's OK to make a change."

Republicans are trying to persuade voters who supported Obama in 2008, many of them women, to switch to Republican candidate Mitt Romney.

To reach them, Republicans have adopted a political soft sell: Coax them without criticizing the choice they made four years ago.

That strategy draws a rebuke from Obama campaign spokeswoman Jen Psaki (SAH'-kee). She says Romney's positions on issues important to millions of women across the country are out of whack.

Scams, bedbugs among top consumer headaches?

Bedbugs, penny auctions, gold buying-companies and solicitations for home improvement work disguised as ?free? energy audits are among the newest complaints that local and state consumer protection agencies dealt with during the past 12 months, according to a survey released Tuesday.

The fastest-growing complaints in the survey by advocacy groups the Consumer Federation of America and the North American Consumer Protection Investigators involved debt collection abuses, Do Not Call list violations, mortgage-related problems and home improvement scams.


The report?s top 10 complaints include familiar issues, such as auto sales and repair and credit/debt issues. But a set of real estate related complaints cracked the top 10 for the first time?covering issues with timeshare sales and resales, retirement and assisted living facilities and real estate fraud. The full top 10 list is below.?

Tenant bedbug problems and home repair firms using high energy bills to dupe consumers were among the fastest-growing complaint categories, giving consumer agencies around the country a new set of?issues to deal with.?

The agencies' report was generated by a survey of 38 state, county and city consumer protection agencies from 22 states from March 2011 through May 2012.

?State and local agencies are essential components of the consumer protection system in the United States,? said Susan Grant, director of consumer protection at CFA. ?Their services save consumers and businesses money, relieve the burden on courts, foster confidence in government, keep the public safe, and help ensure fairness in the marketplace.??

The report also includes numerous cautionary tales.

In Georgia, the Governor?s Office of Consumer Protection told surveyors that more than 100 consumers complained that a penny auction company named Wavee charged their credit cards $179 for "bid credits" without their permission after they signed up. After an investigation, Wavee refunded more than $1 million to 16,000 consumers.? In another penny auction case, iTicketBid.com refunded $22,000 to Georgia consumers when it allegedly failed to deliver sporting events tickets and other merchandise.

In Virginia, the Fairfax County Department of Cable and Consumer Services said it fielded numerous consumer complaints that a debt collection agency was taking money from their bank accounts without their knowledge or consent.

"In one case, a consumer said that she had paid her dentist directly for the $40 she owed him, but in the meantime the collection agency that the dentist hired took the account information from her check and created a ?remotely authorized? check in her name to electronically debit $30 for late fees from her bank account," the report said.?

In Florida, the state's Department of Agriculture and Consumer Services said bogus "free energy audit" solicitation phone calls were among the fastest-growing Do Not Call violation complaints.? Callers often falsely claimed that because the audit was free, the call was not subject to the restrictions of the Do Not Call law.?

The Pinellas County (Fla.) Department of Justice and Consumer Services reported that consumers also received postcards or flyers promising free audits to help lower their utility bills.

"In one case, the consumer was told that his electric bill would be reduced by at least $130 a month and that he was eligible for a $360 rebate from the federal government if he agreed to have a special ?energy efficient radiant barrier? that was used by NASA installed in his home," the agency said. "He was pressured into opening a $5,800 line of credit for the work. The company started the job but never completed it."

The fastest-growing set of complaints to the California Department of Consumer Affairs involved bogus locksmiths and other firms that practice without proper licensing.? Locksmiths use the Internet to advertise low prices to consumers in crises, including being locked out of their homes. But after disassembling locks, they often sharply raise their quoted prices.? The department said it forced several such security companies to close, and made hundreds of others obtain proper licenses.

A new type of identity theft combining computer hacking and old-fashioned telephone tricks showed up among complaints reported to the New York State Department of State Division of Consumer Protection. A woman received an unsolicited call from a man who said he was a computer security professional and that her computer was infected with a virus.? He then tricked the woman into divulging her password and promised to fix her issue.

"The next day, however, she noticed an unauthorized charge on her credit card and realized that she had allowed an identity thief to gain access to the personal information stored on her computer," the agency reported. ?

Also in New York, the demise of Hollywood Video turned into a headache for many consumers. After the video rental store shut down and filed for bankruptcy, the New York consumer agency received many complaints from consumers who said that Universal Fidelity Corp. -- which is managing the bankruptcy -- was demanding payment for unreturned videos, even though they had returned the videos and owed nothing. The agency says it is resolving complaints through mediation.

6. Services (5): Misrepresentations, shoddy work, failure to have required licenses, failure to perform.

7. (Tie) Internet Sales (6): Misrepresentations or other deceptive practice, failure to deliver online purchases.

7. (Tie): Landlord/Tenant (8): Unhealthy or unsafe conditions, failure to make repairs or provide promised amenities, deposit and rent disputes, illegal eviction tactics. ?

8. Fraud (9): Bogus sweepstakes and lotteries, work-at-home schemes, grant offers, fake check scams, the ?grandparent scam? and other common frauds.
