U.S. judge upholds federal embryonic stem cell funds (Reuters)

WASHINGTON (Reuters) ? A U.S. judge on Wednesday upheld the federal government's rules that allow funding of human embryonic stem cell research, ruling for the Obama administration.

U.S. District Judge Royce Lamberth ruled the U.S. National Institutes of Health (NIH) guidelines on such research do not violate federal law and he dismissed a legal challenge to the funding.

Lamberth a year ago had halted the funding of the research. But he was reversed in a ruling by a U.S. appeals court in April. His latest decision was largely based on the appeals court's reasoning and conclusions.

Opponents of human embryonic stem cell research, including many religious conservatives, have argued that it is unacceptable because it destroys human embryos.

Scientists hope to be able to use stem cells to find treatments for spinal cord injuries, cancer, diabetes and diseases such as Alzheimer's and Parkinson's.

Shortly after taking office in 2009, President Barack Obama expanded federal funding for research involving human embryonic stem cells in hopes it would lead to cures for diseases.

Lamberth ruled on Wednesday against two researchers, Dr. James Sherley, a biological engineer at Boston Biomedical Research Institute, and Theresa Deisher, of Washington-based AVM Biotechnology, who had sued to block such funding.

The judge rejected their argument that the funding violated federal law. Following the appeals court, he said he must find that the federal government reasonably interpreted federal law to permit the funding.

He also rejected the argument that the government acted arbitrarily and capriciously in coming up with the guidelines.

Residents again accuse Nigerian soldiers of rampage (AFP)

KANO, Nigeria (AFP) ? Residents on Monday accused Nigerian soldiers of shooting civilians and burning homes following a bomb blast blamed on Islamists over the weekend, but the military denied the claims.

Troops deployed to the northeastern city of Maiduguri, hit by scores of attacks, have previously been accused of killing civilians and burning their houses after alleging residents cooperated with the Islamist sect known as Boko Haram.

On Monday, residents of an area of Maiduguri hit by the bomb blast on Saturday said soldiers went on a rampage after the attack, shooting indiscriminately and torching homes and shops, resulting in a number of deaths.

Military officials on Saturday said suspected Boko Haram members bombed its patrol team in Budum, wounding three soldiers.

A military spokesman dismissed the residents' accusations as "outright lies", insisting that no civilian casualties were recorded on Saturday.

"The fire that burnt homes, shops and vehicles was caused by the impact of the explosion of the bomb detonated by the Boko Haram attackers," said Lieutenant Colonel Hassan Isijeh Mohammed, spokesman for the military unit deployed in the city.

The attack occurred in an area near the palace of the Shehu of Borno, an influential traditional and religious leader, though it did not seem the palace was targeted.

"Soon after the bomb went off, military vehicles arrived and soldiers besieged the neighbourhood, shooting indiscriminately and setting houses and shops in and around the market on fire," one resident told AFP.

"They went about burning vehicles and in some cases along with the occupants."

He claimed dozens of people were either killed or missing, though the allegations could not be independently confirmed.

A nurse at the Maiduguri University Teaching Hospital who asked not to be named said five bodies were brought to the morgue late Saturday.

Another resident said his house was among those gutted.

"Almost all the houses in the area have been burnt by the soldiers and not less than 60 shops and stalls were burnt in the attack, which were reprisals for the Boko Haram attack," he said.

An emergency source confirmed officials had received such reports, but they remained unverified and rescue workers were focused on assisting those in need of help.

Thousands of residents have already fled Maiduguri out of fears of further violence.

Amnesty International has said at least 25 people were killed during a military raid in Maiduguri after a bomb blast earlier this month, with many others reported missing.

UN hosts emergency meeting on Somalia famine (AP)

ROME ? The World Bank promised to provide more than $500 million to help drought victims in East Africa as a U.N. agency hosted an emergency meeting Monday aimed at fighting famine in Somalia and nearby countries.

The money would be spent on projects in Ethiopia, Kenya, Djibouti and Somalia, including the worst-stricken areas in that country "where circumstances permit," the bank said. That was a reference to al-Shabab militants, who have limited the ability of aid groups to reach victims in hard-hit southern Somalia.

The decades-old conflict in Somalia has long complicated efforts to get aid to its people. Al-Shabab denies there is famine and is preventing some Western aid groups from helping those in need. The U.N. World Food Program has said it cannot reach 2.2 million Somalis at risk of starvation.

"Immediate relief and recovery is the first priority, and it is important to act fast to reduce human suffering," said World Bank President Robert B. Zoellick in a statement.

"But we also have an eye on the long-term solutions of economic recovery and drought resilience that are key to re-establishing livelihoods and ensuring that droughts don't take such a heavy human toll in the future." He added that the world needs to invest in "climate-smart" agriculture, including drought-resistant seeds.

The one-day emergency U.N. session was being held at the Rome headquarters of the Food and Agriculture Organization after France requested the top-level meeting.

One of the delegates arriving at the meeting said they would be talking about agriculture over the long term and "building resilience" locally, but that there is still need for emergency help.

"That needs to happen, but we also need a really urgent response," Nick Martiew, of Save the Children, told AP Television News. "Children are dying right now in East Africa and they need assistance."

WFP estimates more than 11 million people need help in drought-hit East Africa.

U.N. officials say that in some parts of Somalia more than half the population suffers acute malnutrition. Some families fleeing famine say they lived on roots of wild plants as they walked for weeks to reach U.N. camps across the border in Kenya.

Canada: KOGAS Wants Shell's Stake in Mackenzie ... - LNG World News

Korea?s state-owned natural gas company may be interested in snapping up Royal Dutch Shell PLC?s stake in the Mackenzie Valley Pipeline, an energy consultant said Monday.

?We know that Korea Gas has been interested in looking around up there. They?ve had several discussions with the Inuvialuit about Inuvialuit-owned lands. They have been around the neighbourhood,? said Doug Matthews.

A spokesman for Shell?s Canadian division said on Friday it is selling its interest in the long-stalled Mackenzie pipeline, which would ship gas from near the coast of the Beaufort Sea in the Northwest Territories to Alberta.

Following a review it has decided to ?focus its resources on other options,? said Stephen Doolan. Shell is a big player in shale gas in northeastern B.C. and in the United States. New technologies have made that type of gas easier and cheaper to exploit, and it has the benefit of being much closer to market.

?In terms of the future of the project, Shell believes the project is important for Canada,? said Doolan.

Korea Gas Corp., or Kogas, is the world?s largest importer of liquefied natural gas, or LNG. It has shown an interest in the development of terminals on Canada?s West Coast, where gas from British Columbia?s prolific shale fields would be liquefied and exported abroad by tanker.

?In other words, they may not necessarily be part of the pipeline? if they get in on Arctic gas, said Matthews.

??They may want to send the gas the other way.?

Matthews expects the other partners in Mackenzie ? the lead, Imperial Oil Ltd. , its parent company, ExxonMobil Corp., ConocoPhillips and the Aboriginal Pipeline Group ? would have had the right of first refusal when Shell decided to sell its stake.

??For reasons that we don?t know, they chose not to exercise that option, so that?s clearly their own decision. That seems the most odd issue off the bat to me,? Matthews said.

Some observers have suggested that the fate of the proposed Mackenzie pipeline is anything but certain, given the changing economics caused by low natural gas prices due to increased supply from shale formations.

Federal Energy Minister Joe Oliver said the choice of whether the Mackenzie project is built is ?a private sector decision and they?ll make that decision.?

Oliver made the comments at a small airport outside Calgary on his way to a meeting of Canada?s energy ministers.

?One of the subjects we?ll want to discuss over the next couple of days is improving the regulatory system so it?s less duplicative, so it?s more fair, transparent, and independent, but take into account the need for expeditious review because if there approvals drag on, they?re clearly going to undermine the economics of the project, and no one ends up benefitting.?

A formal regulatory process finally wrapped in March after several years of delay.

The partners still need to secure some 6,000 other permits from local boards and agencies before construction can begin. Imperial has said the soonest gas could start flowing through pipeline would be 2018.
