Mark Kelly: Mental health background check could?ve prevented Tucson

Mark Kelly, retired astronaut and husband of former Arizona Rep. Gabrielle Giffords, told "Fox News Sunday" that gun control legislation currently being discussed in Congress needs to include a background check that carries better mental health screening.

Kelly argued that a recent poll showing 90 percent of Americans support a universal background check should be a signal to Congress to take action, and that mental health records need to be considered when selling someone a gun.

?I would love to work with leadership of [the National Rifle Association] to make sure we get those records in the system," Kelly said Sunday.

Had such a system been in place in January 2011, Kelly said, his wife would not have been shot in the head and six people would not have been killed in a mass shooting in Tucson.

Jared Loughner, who pleaded guilty to the killings, passed a background check "despite evidence of his agitated mental state," the Associated Press reported.

The NRA has argued that additional legislation for background checks punish law-abiding gun owners. On Sunday, Kelly said a recent video showing a 5-minute background check proves it is ?not the burden that the NRA leadership says it is."

On NBC's "Meet The Press," Sen. Chuck Schumer called the proposed universal background check bill a ?sweet spot? because it ?would do a whole lot of good and had a good chance of passing."

An auction house photograph shows what is described as a "pristine" copy of The Beatles' "Sgt. Pepper's Lonely Hearts Club Band" album autographed by all four members of the band.

Even Lucy and her diamonds can't compete with these riches. A rare, signed copy of The Beatles? "Sgt. Pepper's Lonely Hearts Club Band"?has brought $290,500 at auction, shattering the previous record for such an item.

The item signed by all four members of the legendary band was purchased Saturday by an unnamed buyer from the Midwest. An anonymous seller parted with the album through the Dallas-based Heritage Auctions, which ahead of the bidding estimated the album would sell for $30,000.

The Fab Four are believed to have signed the cover near the June 1967 release of "Sgt. Pepper's."?The previous record for a signed Beatles album cover was the $150,000 paid for a copy of "Meet the Beatles."

Ahead of the auction, Beatles expert Perry Cox said of the piece: "With my being thoroughly immersed in Beatles collectibles for over 30 years, it takes something extraordinarily special to excite me, but I consider this to be one of the top two items of Beatles memorabilia I've ever seen -- the other being a signed copy of Meet The Beatles."

The album is a U.K. Parlophone copy with a high gloss cover and gatefold.

(AP) ? Kentucky coach Matthew Mitchell has his team one victory away from the school's first Final Four. The Wildcats had to overcome an incredible effort by Elena Delle Donne to get there.

Jennifer O'Neill scored 19 points and A'dia Mathies added 16 to help Kentucky hold off the Blue Hens 69-62 on Saturday in the Bridgeport regional semifinals, bringing to an end the stellar career of Delle Donne.

It's the second straight season that Kentucky (30-5) has advanced to the regional final. The Wildcats, who already have a school record for victories, lost to Connecticut last season by 15 points.

"When we were here last year and go back and watch those games, I think we're more talented than the team last year," Mitchell said. "If we play really hard and make shots, we can beat either team."

The Wildcats would love to get down to New Orleans, the site the Final Four. It's the same city where the Kentucky men's team won the national championship last season.

"That's something, isn't it," Mitchell said. "We'd love the opportunity."

The second-seeded Wildcats will play the winner of UConn and Maryland on Monday night.

Kentucky withstood a Delaware rally led by Delle Donne, who had 33 points for Delaware (32-4). The Wildcats led by 14 in the second half before the Blue Hens cut it to 62-60.

But Kastine Evans calmly responded with a 3-pointer from the top of the key to make it 65-60.

"She's unbelievable in those moments," Mitchell said. "She's made so many of those. I was not surprised and I was elated and very happy we needed a bucket."

Jaquetta May had three chances at putbacks on the other end, but couldn't convert and that ended any chance of the upset and finished off Delaware's amazing season.

Delle Donne ended as the fifth all-time leading scorer in NCAA history with 3,039 points. She passed former stars Cheryl Miller, Chamique Holdsclaw and Maya Moore on Saturday. Delle Donne finished short of Jackie Stiles' all-time scoring mark of 3,393 set at Southwest Missouri State from 1998-2001.

Delle Donne said she had no idea she had passed those women's basketball greats.

"I wasn't aware of anything of that nature," Delle Donne said. "That's incredible and it's definitely humbling to be amongst those names."

There's little doubt that Delle Donne may have broken the scoring record had she not missed 22 games in her career. The 6-foot-5 star who is averaging 26.6 points in her career sat out six games this season with a reoccurrence of the symptoms of Lyme disease that forced her to miss a dozen games two years ago.

She did all she could to take Delaware to the regional final. Trailing by 14 early in the second half, the Blue Hens cut their deficit to 62-60 with 2:47 left on a jumper by Delle Donne that touched nearly every part of the rim before dropping in.

That was as close as they could get as Evans answered with her 3-pointer.

"Kastine hit the biggest shot of the game with that 3-pointer," Delaware coach Tina Martin said. "That broke our back, giving them enough cushion at end of the game that they were able to sustain it and finish the game off."

With the game out of reach, Martin took Delle Donne out with 10 seconds left to a warm, long ovation from the crowd.

"She's so special to the University of Delaware and the state of Delaware," Martin said. "I wanted them to have one last time to say thank you to her and the legacy she set for the program."

Delle Donne had little help in the first half as her teammates struggled from the field. The senior forward did pretty much everything she could to help keep the Blue Hens in the game. She scored 13 straight points as Delaware trailed 17-15 midway through the first half. Then Kentucky took over scoring the next 10 points. Bria Goss got the run started with a jumper and capped it with a layup that made it 27-17.

The teams then traded baskets the rest of the half with O'Neill hitting a 3-pointer just before the halftime buzzer to make it 41-27.

It was the third straight NCAA game that the Blue Hens trailed at the half. They were able to rally against West Virginia and North Carolina at home and tried their best to pull off another, but the Blue Hens fell just short.

Lauren Carra had a big second half and finished with 10 points and 10 rebounds to provide a second offensive threat for the Blue Hens.

Delaware, which had never made it past the second round before this season, played its first two games at home in front of a raucous crowd that included Vice President Joe Biden.

While Biden didn't make it up to the game Saturday, New Jersey Gov. Chris Christie did. He graduated from Delaware where he met his wife Mary Pat. Christie was wearing a yellow Delaware fleece and took pictures and signed ticket stubs for fans.

The game was originally planned for the governor's state. Trenton was to host the regional until the NCAA moved it in November, citing a new law that allowed gambling on college sports in New Jersey. The late switch didn't seem to impact ticket sales, as Saturday's session was sold out with nearly 8,600 fans expected to attend each session.

The two teams had only played once before, with Delaware winning 86-70 in 2006.

Principal dead in grenade attack in Pakistan

(AP) ? A man armed with a gun and grenades attacked a school in southern Pakistan during a prize distribution ceremony on Saturday, killing its principal and wounding six children before fleeing.

Police officer Nasir Mehmood said the attacker struck as dozens of children were gathered outside at their private school in Karachi to receive the results of their annual exam.

TV showed panicked relatives of the wounded children, who were between the ages of 8 and 10, crying outside the school in the port city's Ittehad Town neighborhood.

There was no immediate claim of responsibility.

Another police officer, Asif Ijaz Sheikh, said the slain principal was a local leader of the Awami National Party (ANP). He said police were still investigating the identity of the attacker, who threw two grenades and then opened fire on Khan and children who were standing near him.

Karachi has been the scene of scores of bomb and gun attacks in recent years. Gangs controlled by various groups, including the city's two main political parties the Muttahida Quami Movement and the ANP, have also been blamed for targeted killings of their rivals.

The MQM primarily represents the Urdu-speaking descendants of those who came to Karachi from India soon after the birth of Pakistan.

The group's main rival, the ANP, represents ethnic Pashtuns from Pakistan's northwest.

The ANP also has a tense relationship with the Pakistani Taliban, and the militants in recent years have targeted several party leaders, including one senior politician, Bashir Bilour, who died in a suicide attack in December 2012.

Also Saturday, a suicide bomber blew himself up near a police patrol in a bazaar in the northwestern town of Mardan, killing an officer and wounding two policemen and two passers-by, senior police officer Jafar Khan said.

He said other police spotted an associate and killed him after a short chase.

No one claimed responsibility, but the Pakistani Taliban often target police and security forces in the region and elsewhere in the country.

Yahoo is taking on five Jybe employees. All of them once worked for the Internet portal, according to Senior Vice President Jay Rossiter. The company was founded in 2011. Last January, she said that the company was focused on technology that would personalize content from the internet and provide it to people on their mobile devices.

Mayer said that Yahoo is thinking about how to take the Internet and bring it to the users. The company intends to be a source of information that is ordered by users and delivered to handheld devices.

Italy's Berlusconi says only coalition can end deadlock

ROME (Reuters) - Former Italian Prime Minister Silvio Berlusconi insisted on Friday the only way out of Italy's political deadlock was for his center-left rivals to accept a coalition deal that would give him a share in power.

Berlusconi met President Giorgio Napolitano on Friday after center-left leader Pier Luigi Bersani failed to end a month-old stalemate since an election last month that has fuelled worries about the stability of the euro zone's third largest economy.

The 76-year-old billionaire said there was "no other solution" than a coalition and he ruled out backing a technocrat government like the one led by outgoing Prime Minister Mario Monti, whom he blames for pushing Italy into recession.

"Our position has not changed. We expressed it with absolute clarity to the president," center-right leader Berlusconi told reporters after the meeting with Napolitano.

"Our position is the one the polls dictate: a broad coalition between the available forces... an absolutely political government, given the negative and tragic experience we had of a technocrat government," he said.

A senior official from Bersani's Democratic Party (PD) rebuffed the offer, saying it was "very difficult" to imagine a coalition with Berlusconi's People of Freedom (PDL) party.

"There are too many important issues in PDL policies that are light years from those of the Democratic Party," Luigi Zanda, head of the PD group in the Senate told SkyTG television.

After five days of talks this week, Bersani, who won the biggest share of the vote in the election but fell short of a majority, failed to get a deal with either Berlusconi, or Beppe Grillo's 5-Star Movement which holds the balance of power.

The anti-establishment 5-Star group, which meets Napolitano later on Friday, refuses to back a government led by any of the big parties it blames for Italy's social and economic crisis.

However a deal between center-right and center-left has been blocked by Bersani's refusal to accept Berlusconi's demand to name the successor to Napolitano, whose mandate expires in May.

Berlusconi said there had been no deal on the presidency but it was "in the logic of things that if you form a coalition government you discuss the best president of the Republic".

NAPOLITANO CONSULTS PARTIES

After Bersani's failure, the 87-year-old Napolitano is holding a quick round of meetings with the main parties to assess what options remain to prevent another election.

The refusal by Berlusconi and his allies in the Northern League to back a technocrat government appears to narrow his options greatly and made it much less likely that an independent figure will be able to lead a non-political administration - which many see as the only way out of deadlock.

"We were against the Monti government and if there is to be another government of that type it's a thousand times better to have new elections," League leader Roberto Maroni said.

Among the names which had been considered possible candidates as a technocrat leader are Fabrizio Saccomanni, director general of the Bank of Italy or the head of the constitutional court Franco Gallo.

The political gridlock has fed growing worries about Italy's ability to confront a prolonged economic crisis that has left it in deep recession for more than a year, with a 2-trillion-euro public debt and record unemployment, especially among the young.

Rumors have been circulating for days that ratings agency Moody's is preparing to cut its rating on Italy's sovereign debt, which is already only two notches above "junk" grade, partly due to the uncertain political outlook.

The immediate pressure from the bond markets has been taken off during the Easter break but failure to make progress in securing an agreement could lead to new turbulence next week after a steady rise in Italy's borrowing costs in recent days.

Napolitano has made clear that he does not want Italy to go back to new elections immediately, not least because the widely criticized election law is likely to just repeat the deadlock.

But many are already preparing to vote again, with Berlusconi's center-right confident that the momentum created by the 76-year-old media magnate's surge in the final weeks of the last election campaign will continue.

A poll by the SWG company on Friday showed the center-right had pushed Bersani's bloc into second place since the vote.

When the Browns signed quarterback Jason Campbell, many assumed he?d potentially become the team?s starter in 2013.? And he?ll definitely get a chance to win the job, since he?s the first signal-caller signed by the new regime in Cleveland, after previously starting in Washington and Oakland.

For now, though, he?s getting paid like a backup, and not a lot when compared to other backups.? A source with knowledge of the contract tells PFT that Campbell?s contract pays out $1.5 million in 2013.

Specifically, he gets a base salary of $1.5 million in 2013, $500,000 of which is fully guaranteed.

That said, if Campbell can win the job, he?ll make more money via incentives.? Specifically, he gets $150,000 for 50 percent playing time in 2013, 65 percent results in $350,000, and 80 percent triggers $600,000.

In 2014, Campbell?s base salary is a bit higher, at $2 million.? He also gets roster bonus of $250,000 due the third day of the league year.

But there are escalators for 2014 based on playing time in the coming season.? Campbell?s 2014 base salary will increase by $500,000 based on 30 percent playing time in 2013.? 40 percent playing time in 2013 increases the 2014 salary by another $500,000.? Ten more percent in 2013?? Another $500,000 in 2014.? And if Campbell takes 65 percent or more of the snaps in 2013, his $2 million salary will double.

Still, his backup pay for 2013 is low, and that?s largely because Campbell?s options were limited.? Especially in light of the egg he laid when he had a chance during 2012 to sub for Jay Cutler in Chicago, during that Monday night debacle against the 49ers.

Campbell could have stayed in Chicago and backed up Cutler, or he could have gone to Cleveland with a chance to win the starting job.? If Campbell pulls it off, he?ll be paid more on the back end.

And if he plays really well in 2013, the Browns likely will tear up the 2014 deal and sign him to something better.

There are statutes you need to be aware of that can stop your income ben?e?fits, but there are no statutes that ever stop your enti?tle?ment to med?ical care related to your job injury or ever close your case unless you agree to know?ingly and vol?un?tar?ily set?tle your?case.

Why Asia's elite is signing up for American MBAs - Fortune ...

(Poets&Quants) -- Why would Ning Zhai fly more than 7,300 miles to Chapel Hill, North Carolina for business classes? The 37-year-old already has an MBA and a successful career as the general manager for EasyWay Electronics, a high-tech manufacturer in Shanghai.

But Zhai, who also goes by Amy, recognized that Asia's business climate was changing. She believes she needs fresh knowledge about manufacturing, global supply chains, and international markets to stay competitive. So she enrolled in the Global Supply Chain Leaders Program, a dual-degree executive MBA program at the?Kenan-Flagler Business School?at the University of North Carolina and Tsinghua University in Beijing.

"I was young when I got my first MBA," she says, "but after working, I felt this program would improve me professionally. It would help improve my thinking from an international viewpoint."

Zhai isn't the first Chinese executive to turn westward for an executive education. The demand for advanced business degrees is growing among Asia's professional set, and American and European business schools are partnering with institutions in the East to offer executive MBA and other programs. China's rapid economic development has sparked a series of growing pains, including a shortage of managerial talent. Asia's business class is eager to fill that void and enrolling in EMBA programs.

The Kellogg School of Management at Northwestern University teamed up with the Hong Kong University of Science and Technology to offer an executive MBA program that has snagged the top spot in the Financial Times' EMBA rankings for four years in a row. The business schools at University of Maryland and Arizona State University are among a handful of other American institutions that have established ties with China to offer EMBA programs. B-schools in other countries have also embraced the trend. INSEAD and the University of Western Ontario in Canada offer Chinese executives the opportunity to grab an international EMBA.

The UNC-Tsinghua program welcomed its first class of 24 Chinese executives, including four women, in October 2012. Similar to Zhai, the majority of students are experienced professionals -- they have an average of 21 years of work experience. For one-third of the program, students attend class in Beijing once a month from Friday to Sunday. The remaining portion is taught through global residencies and two 16-day sessions in Chapel Hill.

The program will set executives back $60,000, not including residency costs. But the sticker price didn't dissuade Dong Ren, 42, a manager at CITIC International Logistics. "It's a dream for me," he says. "I don't think it's too large of an investment." Ren is paying his own way through the program and aims to start a private company.

Demand for programs like the one at UNC partly stems from China's growing status as an economic heavyweight. As companies expand into new markets, executives are opting to acquire skills to take their businesses to the next level. In Zhai's case, her company is eyeing international expansion, particularly in the U.S. Her employer is paying for her degree so she'll be able to bring global supply chain expertise to bear on the company's growth plans.

Another UNC-Tsinghua student, Tiejun Liu, 39, saw value in broadening his global perspective. As the chief representative at Hong Kong Quam Securities, Liu has a wealth of experience in Asia's financial industry, but he wanted a better understanding of business theory. "It's a different way of thinking," he says. U.S. professors walk you through business cases, and their analyses offer a different viewpoint, he adds. The global residencies, which include trips to Dubai and Seattle, also provided opportunities to learn about different cultures and expand his worldview, Liu says.

The UNC-Tsinghua EMBA program is rather unique in that it offers a dual emphasis on business and engineering, says to Jayashankar M. Swaminathan, associate dean of the program. Graduates walk away with a master of business administration from UNC and a master of engineering management from Tsinghua.

The program initially focused on attracting students with a technical or manufacturing background who had assumed leaderships positions in business. But Swaminathan discovered that students with investment, finance, and marketing backgrounds were also signing up. "I think the program is going to be much broader than we initially thought," he says.

The students are also a bit older than many of their American or European counterparts. The average student age at the UNC-Tsinghua program is 41. By comparison, the average age of American EMBA students in 2010 was 37.1, according to Executive MBA Council data.? Swaminathan says that many students in China lacked access to cutting-edge management education after graduating from college. "Many of these people are not looking to make a career switch. They're looking to enrich their current careers even further."

But the program has faced some hiccups. "Anytime you're talking about collaboration across continents, it's challenging," Swaminathan says. "UNC is the oldest public university and so we have processes in place that we must adhere to. On the other hand, Tsinghua has its own set of regulations and policies, so coming up with a process and program that works at both ends was extremely challenging."

Fortunately, the students seem to be adjusting just fine. Zhai says one of the highlights of the program has been the UNC campus and the cuisine. "I like the food better than in China," she says with a laugh.

Death toll at 18 in Tanzania building collapse

ZANZIBAR, Tanzania (AP) ? At least 18 people were killed when a building collapsed Friday in the Tanzania's largest city, Dar es Salaam, police said Saturday, as hopes dimmed of rescuing more survivors.

Poor equipment hampered efforts to rescue more than 60 people believed to be trapped under the rubble, said Police commissioner Meshak Saddik. At least 17 people, three seriously injured, were pulled out of the debris Friday.

Officials said constriction work on the building, located on one of the busiest streets in Tanzania's commercial center, was about to be completed and that the structure did not have tenants. Most of the people caught in the collapse of the 12-story building were laborers as well as those passing by or loitering nearby. Some witnesses said dozens of construction workers and food vendors were in the building when it collapsed Friday morning and that scores of children were playing soccer in a nearby playground. Others said more than 200 casual laborers and engineers worked on the building regularly.

Saddik said three engineers who worked on the building had been taken into custody for questioning. In recent years building collapses have become frequent in East African countries as some property developers bypass regulations to cut costs.

Dar es Salaam police have halted work on a 16-story building that was being built adjacent to the one that collapsed, saying the construction project needs to be reviewed. Both buildings have the same owner.

1. Government allocates capital better than the private sector, and should use interest rates, exchange rates, price fixing, price controls or whatever artifice it deems fit to ensure that capital goes to where it is properly directed.

2.. The alpha and omega of the central bank?s proper role is to finance government spending.

3.. Money belongs to the government, as we have seen properly demonstrated this week in Cyprus.

4.. Property rights, the antediluvian obsession of the market fundamentalists, have been subject to a doctrinal revision ?the template? as also shown this week in the eastern Mediterranean.

5.. As a result of this new paradigm, asset prices must rise for the foreseeable future so long as Heli I decrees that the money printers keep printing. How can asset prices fall while the US central bank is printing more than $80bn a month? Even the unreformed Bundesbankers will surely grasp that if the European Central Bank did the same thing, the euro's problems would disappear overnight and prosperity would swiftly return to southern Europe, (Really, Germans should not be allowed into politics until they have had a primer indoctrination at either Cambridge or Princeton.)

As we all know, a rise in real estate prices leads to a massive increase in productivity, a prerequisite for an increase in the standard of living.

7.. Services or goods provided to the population by the government, borrowing money from the central bank to pay the fellows who produce the goods that nobody needs with money that does not exist, will add tremendously to the GDP. This is a sure sign that the right policy is being pursued.

8.. These goods and services anyway have a higher moral value than the ones produced in the private sector. One should simply compare the "social usefulness" (a favorite notion of Lenin and Stalin) of a nurse versus a hedge fund manager to be convinced. I rest my case.

So from now on, I will buy what the US, UK, French, Spanish, or for that matter Greek governments and central banks tell me to buy. I cannot afford to offend the new clergy. As a market ?intellectual? the risks to my social standing, not to mention career prospects, are too high. One day if I keep my nose clean and my thoughts pure, I may just be admitted to the College of Cardinals.


Pity there's no separation of this church and state.

(AP) ? Usain Bolt will have Copacabana beach in the background when he tries to break his world record in the 150-meter street race this weekend in Rio de Janeiro.

Bolt will compete at a track specially built at the famous beach on Sunday, challenging Antigua and Barbuda's Daniel Bailey, Ecuador's Alex Quinones, and a Brazilian athlete from a local qualifier.

Bolt set the 150 record of 14.35 seconds in the streets of Manchester in 2009.

The event is part of Bolt's four-day promotional tour to Rio and is supervised by the IAAF.

Bolt, who's also visiting social projects at the city hosting the 2016 Olympics, says it will be a "bit harder to break" world records in 2016 because he "will be kind of old" at 33.

Shorter Winters Chip Away at New York State Logging Town's Future

TUPPER LAKE, N.Y. ? Scott Lizotte was hopeful as he pulled his iPhone out of the breast pocket of his flannel shirt. "It's going to be six degrees tonight," he said, studying the 10-day forecast. It's mid-March, and he's standing between a skidder and a log loader in a snowy clearing of a 12,000-acre private forest near Tupper Lake, a former lumber town in New York's Adirondack Mountains.

The ground is deeply rutted from rain two days ago, but the return of cold has frozen it hard as blacktop. The forecast is good news for Lizotte and his logging crew, who need a frozen base of six inches to support the heavy feller-bunchers, skidders and trucks that cut and haul logs. Because deep cold provides a firm surface on which to move through the forest, winter is the most productive time of year for northern loggers, but winter is getting shorter.

"We used to go on the job when the ground was frozen, around the first of November, or around Thanksgiving," said Scott's father, Jeannel Lizotte. "Now it's going around Christmas time."

Added Scott: "This year it was New Year's before we got on the winter roads."

From stump to mill, some 57,000 people are employed in New York State's forest-products industry, 10 percent of them working in the woods. As much as 35 to 45 percent of the timber harvest across northern New York and New England happens in winter.?

Birch, beech and hemlock
The Lizottes' clearing is at the center of a mixed stand of birch, beech and hemlock. The site is reached by a mile of gravel-hardened dirt road; when it's frozen the corridor can handle a 100,000-pound tractor-trailer loaded with logs. The Lizottes estimate they have until the end of this week to get their gear out of the woods before this road goes soft. They've already pulled equipment from plots 10 miles deeper in the forest; those stands were reached only by "winter roads," temporary routes created by earth, frost and graders. "It used to be we'd shoot for March 15," Jeannel said, "but we got caught out too many times."

Jeannel Lizotte says he has lost about a month of productive time to warmer winter weather since he started his logging business in 1970. His observations parallel those of a Wisconsin study presented last week at the Connecticut Conference on Natural Resources. "Frozen ground is starting later and it's ending earlier. A trend is evident," said Chadwick Rittenhouse, an assistant research professor at University of Connecticut.

He and Adena Rissman, an assistant professor with the University of Wisconsin's department of forest and wildlife ecology, examined historical weather information from the federal government's National Climatic Data Center for seven counties in Wisconsin. They found that the counties experienced a two- to four-week reduction of frozen ground between 1949 and 2012.

The study also found that midwinter thaws are becoming more common, reducing cold-weather logging from the middle of the season.

38 days lost
"Eau Claire County is one of the most dramatic counties: 38 days of frozen ground lost since the beginning of that time series in 1949," Rittenhouse said. "That's only 60 years and we've lost ... five weeks, almost six weeks. What does that mean for forest operations?"

Rittenhouse and Rissman compared harvest records for public lands against a variety of weather information. Something jumped out: a tie between less-predictable thaws and the type of trees cut: As winter conditions grow more variable, Wisconsin loggers are switching to jack pine and cedar, which favor sandy, well-drained soils. "There's kind of always a mid-winter thaw, and typically it's not more than a couple of days. Well, now we have midwinter thaw part one, then we have midwinter thaw two and midwinter thaw three," Rittenhouse said. "The short story, or the analysis, is that variability in the thaw duration drives the timber harvest."

Egypt's Islamic authority asserts role, clashes with Brotherhood

CAIRO (Reuters) - Egypt's leading Islamic authority Al-Azhar said on Thursday its clerics must be consulted on a law allowing the state to issue Islamic bonds, setting it at odds with the Muslim Brotherhood which drove the legislation through parliament last week.

It marks the first time Al-Azhar, a thousand-year-old seat of Islamic learning, has said its Senior Scholars Authority should be consulted on issues pertaining to Islamic law as set out in Egypt's new, Islamist-tinged constitution.

Al-Azhar's intervention could set a precedent for clerical oversight of other affairs of state. The Salafi Nour Party has said Al-Azhar must also approve an agreement Egypt is seeking with the International Monetary Fund because it includes a loan upon which Egypt will pay interest.

The Islamic bond, or sukuk law, will allow Egypt to issue debt compliant with Islamic principles, allowing the state to tap a new area of finance as President Mohamed Mursi's administration grapples with an unaffordable budget deficit.

The sukuk law has been a source of friction between the Brotherhood, whose Freedom and Justice Party leads the upper house of parliament, and more hardline Islamists who say it should first have been approved by Al-Azhar.

At a meeting on Thursday, Al-Azhar's Islamic Research Institute chaired by Grand Sheikh Ahmed al-Tayeb said it shared the view that the law should have been referred to the Senior Scholars Authority, in line with the new constitution.

"The Institute is of the opinion that the draft should have been referred to the Senior Scholars Authority for discussion and so it could give its legal opinion, in line with its duty," it said in a statement.

It criticized the law approved by parliament last week, saying it empowered the prime minister to form the body entrusted with issuing the Islamic bonds. It said this "disregarded the Senior Scholars Authority of the noble Azhar".

The Nour Party, a hardline Salafi group, had demanded the upper house of parliament refer the law to Al-Azhar before MPs voted on it. But the FJP used its majority to pass the law despite a fierce row with Nour Party members during the session.

The law must now be ratified by Mursi.

Abdullah Badran, head of the Nour Party's parliamentary bloc, said in a phone interview the group was now urging Mursi not to ratify the law without first presenting it to the Senior Scholars Authority for review.

The Nour Party believes Al-Azhar must sign off on a deal Egypt is seeking with the IMF because it includes a $4.8 billion loan on which Egypt will pay interest. The payment of interest is deemed as impermissible in Islam.

Al-Azhar's role in affairs of state is embedded in article four of the new constitution. It says the Senior Scholars Authority must be consulted on all matters pertaining to sharia.

It does not, however, say whether Al-Azhar's view is binding on the government, nor does it make clear the scope of Al-Azhar's role - ambiguity which critics say will cause future political and legal conflict.

Pilot ejected while diving small airplane near Chattanooga; search under way

A student pilot was ejected from a small aircraft above an area east of Chattanooga, Tenn., in a freak accident Friday evening, and authorities were searching for him.

The accident occurred when the owner of the Zodiac 601XL plane was taking lessons from an instructor, NBC station WRCB of Chattanooga reported, citing police. A malfunction caused the plane to nose dive and the canopy flew open -- and neither man was wearing a seat belt, WRCB reported.

The accident occurred at about 2,500 feet,?the Chattanooga Times Free Press reported.?

The instructor was able to land the aircraft back at Collegedale Municipal Airport, operations manager Chris Hancock confirmed to NBC News. He directed further questions to a Collegedale police spokesman who could not immediately be reached.


A ground search was under way in Bradley County, WRCB said. The Times Free Press said the owner-pilot had a cell phone with him and rescuers were pinging it in an attempt to find him.

Neither of the men was identified publicly by authorities.

WRCB said the plane had been owned by a man killed in a December crash and then was sold to the current owner, described as an experienced pilot who wanted more training in the Zodiac.

The Zodiac 601XL is a single-engine kit aircraft offered for home builders. Its two seats are side by side under a large domed canopy.
