Lego's new girl series causes jump in profits

COPENHAGEN, Denmark (AP) ? Danish toy maker Lego says a new series it created specifically for girls has proved popular despite being criticized for fueling gender stereotypes ? and has made first-half profit jump 35 percent.

Net profit rose to 2 billion kroner ($336 million), from 1.48 billion kroner the same period last year. The family-owned company says sales rose 24 percent to 9.1 billion kroner.

The company, based in western Denmark, sold twice as many LEGO Friends sets as expected during the first six months of the year.

Chief Executive Joergen Vig Knudstorp said Friday that "sales (of the new sets) have been quite astonishing."

When Lego Friends was launched earlier this year, it was met with petitions demanding to put an end to the sexualization of women and girls in media.

NASA Launches Radiation Belt Storm Probes Mission

NASA's Radiation Belt Storm Probes (RBSP), the first twin-spacecraft mission designed to explore our planet's radiation belts, launched into the predawn skies at 4:05a.m. EDT Thursday from Cape Canaveral Air Force Station, Fla.

"Scientists will learn in unprecedented detail how the radiation belts are populated with charged particles, what causes them to change and how these processes affect the upper reaches of the atmosphere around Earth," said John Grunsfeld, associate administrator for NASA's Science Mission Directorate at Headquarters in Washington. "The information collected from these probes will benefit the public by allowing us to better protect our satellites and understand how space weather affects communications and technology on Earth."

The two satellites, each weighing just less than 1,500 pounds, comprise the first dual-spacecraft mission specifically created to investigate this hazardous regions of near-Earth space, known as the radiation belts. These two belts, named for their discoverer, James Van Allen, encircle the planet and are filled with highly charged particles. The belts are affected by solar storms and coronal mass ejections and sometimes swell dramatically. When this occurs, they can pose dangers to communications, GPS satellites and human spaceflight.

"We have never before sent such comprehensive and high-quality instruments to study high radiation regions of space," said Barry Mauk, RBSP project scientist at the Johns Hopkins University's Applied Physics Laboratory (APL) in Laurel, Md. "RBSP was crafted to help us learn more about, and ultimately predict, the response of the radiation belts to solar inputs."

The hardy RBSP satellites will spend the next 2 years looping through every part of both Van Allen belts. By having two spacecraft in different regions of the belts at the same time, scientists finally will be able to gather data from within the belts themselves, learning how they change over space and time. Designers fortified RBSP with special protective plating and rugged electronics to operate and survive within this punishing region of space that other spacecraft avoid. In addition, a space weather broadcast will transmit selected data from those instruments around the clock, giving researchers a check on current conditions near Earth.

"The excitement of seeing the spacecraft in orbit and beginning to perform science measurements is like no other thrill," said Richard Fitzgerald, RBSP project manager at APL. "The entire RBSP team, from across every organization, worked together to produce an amazing pair of spacecraft."

RBSP was lifted into orbit aboard an Atlas V 401 rocket from Space Launch Complex-41, as the rocket's plume lit the dark skies over the Florida coast. The first RBSP spacecraft is scheduled to separate from the Atlas rocket's Centaur booster 1 hour, 18 minutes, 52 seconds after launch. The second RBSP spacecraft is set to follow 12 minutes, 14 seconds later. Mission controllers using APL's 60-foot satellite dish will establish radio contact with each probe immediately after separation.

During the next 60 days, operators will power up all flight systems and science instruments and deploy long antenna booms, two of which are more than 54 yards long. Data about the particles that swirl through the belts, and the fields and waves that transport them, will be gathered by five instrument suites designed and operated by teams at the New Jersey Institute of Technology in Newark; the University of Iowa in Iowa City; University of Minnesota in Minneapolis; and the University of New Hampshire in Durham; and the National Reconnaissance Office in Chantilly, Va. The data will be analyzed by scientists across the nation almost immediately.

A new NASA mission called the Radiation Belt Storm Probes (RBSP), due to launch in August 2012, will improve our understanding of what makes plasma move in and out of these electrified belts wrapped around our planet.

RBSP is the second mission in NASA's Living With a Star (LWS) program to explore aspects of the connected sun-Earth system that directly affect life and society. LWS is managed by the agency's Goddard Space Flight Center in Greenbelt, Md. APL built the RBSP spacecraft and will manage the mission for NASA. NASA's Launch Services Program at Kennedy is responsible for launch management. United Launch Alliance provided the Atlas V launch service.

?Why bother with getting a permit??? We will do the job correctly.? Not getting a permit will save you time (no delays waiting for inspections) and money.? There is no need to.?

?In my town the inspectors are pains in the butt and getting a permit is just a waste of time.? Plus I already pay $9,000 in taxes!? Why give them another reason to raise them more??

Does this sound familiar?

If you get caught doing work without permits, your Planning Department or Building & Safety Department is likely to issue a STOP order and post a very large and conspicuous sign on the front of your house.? Depending upon the infraction, they could then order the removal of all improvements done without permits (which could require demolition permits), force you and your contractor to pay fines, and you would still have to pay for permits, regardless of whether you then go ahead with the work or not.

Not only that, but inspectors are likely to be much more nit-picky than they might have been if you had taken out the proper permits in the first place.? On top of all that, getting through all the red tape is likely to delay your project for weeks or even months.

Inspections can be scheduled by phone and the inspectors will come out the next day.? A good contractor knows this and will schedule the inspection and have something else to do while waiting for the inspector to approve.? It isn?t like you should be waiting weeks for that.

Do you have nosy neighbors??? Or ones that you just do not get along with?? This is the way most homeowners are reported.? It is revenge time!?? Even if a neighbor doesn?t report you, sometimes the inspectors drive around and notice work being done at your home when they inspect the work down the street.

The reason for codes and permits is to make sure the work is being done properly.?? Not only for you, but for everyone that purchases the house after you.? Remember that when you sell, you have to certify whether all remodeling work included the necessary permits.? If you lie about this and the buyer later discovers it, you can be sued.?? And another major reason for obtaining a permit, your insurance company might have grounds to deny a claim if you have a loss related to the unpermitted work.

The major reason for obtaining permits for additions, adding another bathroom, etc., is that your title will then reflect that your home is actually a 3 bedroom, 2 bath rather than a 2 bedroom, 1 bath, thus making your home worth much more at sale time.

You need to be aware that your taxes will increase by the percentage in your area multiplied by the dollar value of the remodel when you obtain the permit.?? But, in my opinion, this is a small price to pay for peace of mind:?? not having an inspector show up at your door unexpectedly, not worrying about an insurance claim, being able to declare on a seller?s documents that all work was completed with a permit, etc.

You should never work with a contractor who suggested doing work without permits!? If he?s a shady character in one area, he?s likely to be shady in others.

FACT CHECK: Convention speakers stray from reality

WASHINGTON (AP) ? Laying out the first plans for his party's presidential ticket, GOP vice presidential nominee Paul Ryan took some factual shortcuts Wednesday night when he attacked President Barack Obama's policies on Medicare, the economic stimulus and the budget deficit.

Sen. Rob Portman, a former U.S. trade representative, glossed over his own problems when critiquing Obama's trade dealings with China. A day earlier, the convention's keynote speaker, New Jersey Gov. Chris Christie, bucked reality in promising that GOP presidential nominee Mitt Romney will lay out for the American people the painful budget cuts it will take to wrestle the government's debt and deficit woes under control.

And former senator and presidential candidate Rick Santorum stretched the truth in taking Obama to task over his administration supposedly waiving work requirements in the nation's landmark welfare-to-work law.

A closer look at some of the words spoken at the GOP convention in Tampa, Fla.:

RYAN: "And the biggest, coldest power play of all in Obamacare came at the expense of the elderly. ... So they just took it all away from Medicare. Seven hundred and sixteen billion dollars, funneled out of Medicare by President Obama."

THE FACTS: Ryan's claim ignores the fact that Ryan himself incorporated the same cuts into budgets he steered through the House in the past two years as chairman of its Budget Committee, using the money for deficit reduction. And the cuts do not affect Medicare recipients directly, but rather reduce payments to hospitals, health insurance plans and other service providers.

In addition, Ryan's own plan to remake Medicare would squeeze the program's spending even more than the changes Obama made, shifting future retirees into a system in which they would get a fixed payment to shop for coverage among private insurance plans. Critics charge that would expose the elderly to more out-of-pocket costs.

RYAN: "The stimulus was a case of political patronage, corporate welfare and cronyism at their worst. You, the working men and women of this country, were cut out of the deal."

THE FACTS: Ryan himself asked for stimulus funds shortly after Congress approved the $800 billion plan, known as the American Recovery and Reinvestment Act. Ryan's pleas to federal agencies included letters to Energy Secretary Steven Chu and Labor Secretary Hilda Solis seeking stimulus grant money for two Wisconsin energy conservation companies.

One of them, the nonprofit Wisconsin Energy Conservation Corp., received $20.3 million from the Energy Department to help homes and businesses improve energy efficiency, according to federal records. That company, he said in his letter, would build "sustainable demand for green jobs." Another eventual recipient, the Energy Center of Wisconsin, received about $365,000.

RYAN: Said Obama misled people in Ryan's hometown of Janesville, Wis., by making them think a General Motors plant there threatened with closure could be saved. "A lot of guys I went to high school with worked at that GM plant. Right there at that plant, candidate Obama said: 'I believe that if our government is there to support you . this plant will be here for another hundred years.' That's what he said in 2008. Well, as it turned out, that plant didn't last another year."

THE FACTS: The plant halted production in December 2008, weeks before Obama took office and well before he enacted a more robust auto industry bailout that rescued GM and Chrysler and allowed the majority of their plants ? though not the Janesville facility ? to stay in operation. Ryan himself voted for an auto bailout under President George W. Bush that was designed to help GM, but he was a vocal critic of the one pushed through by Obama that has been widely credited with revitalizing both GM and Chrysler.

RYAN: Obama "created a bipartisan debt commission. They came back with an urgent report. He thanked them, sent them on their way and then did exactly nothing."

THE FACTS: It's true that Obama hasn't heeded his commission's recommendations, but Ryan's not the best one to complain. He was a member of the commission and voted against its final report.

CHRISTIE: "Mitt Romney will tell us the hard truths we need to hear to end the torrent of debt that is compromising our future and burying our economy. ...Tonight, our duty is to tell the American people the truth. Our problems are big and the solutions will not be painless. We all must share in the sacrifice. Any leader that tells us differently is simply not telling the truth."

THE FACTS: Romney has made a core promise to cut $500 billion per year from the federal budget by 2016 to bring spending below 20 percent of the U.S. economy, and to balance it entirely by 2020.

His campaign manifesto, however, is almost completely devoid of the "hard truths" Christie promises. In fact, Romney is promising to reverse $716 billion in Medicare savings achieved by Obama over the coming decade and promises big increases in military spending as well, along with extending tax cuts for everyone, including the wealthiest.

The few specifics Romney offers include repealing Obama's health care law, cutting federal payrolls, weaning Amtrak from subsidies, cutting foreign aid and curbing the Medicaid health care program for the poor and disabled.

But it'll take a lot more than those steps for Romney to keep his vague promises, which are unrealistic if he's unwilling to touch Medicare and Social Security in the coming decade. Even the controversial budget plan of his vice presidential nominee, Rep. Paul Ryan, R-Wis., largely endorsed by Romney, leaves Medicare virtually untouched over the next 10 years.

What's left for Romney to cut is benefit programs other than Medicare and Social Security, which include food stamps, welfare, farm subsidies and retirement benefits for federal workers. The remaining pot of money includes the day-to-day budgets of domestic agencies, which have already borne cuts under last year's budget deal. There's also widespread congressional aversion to cutting most of what remains on the chopping block, which includes health research, NASA, transportation, air traffic control, homeland security, education, food inspection, housing and heating subsidies for the poor, food aid for pregnant women, the FBI, grants to local governments, national parks, and veterans' health care.

PORTMAN: "Take trade with China. China manipulates its currency, giving it an unfair trade advantage. So why doesn't the president do something about it? I'll tell you one reason. President Obama could not run up his record trillion-dollar deficits if the Chinese didn't buy our bonds to finance them. Folks, we are as beholden to China for bonds as we are to the Middle East for oil. This will end under Mitt Romney."

THE FACTS: Portman is an expert on commerce, having served as President George W. Bush's trade representative from May 2005 to May 2006. But he didn't fare particularly well in stemming China's trade advantage, either.

Under Portman's watch, the U.S. trade deficit with China soared by 25 percent in 2005, and the next year it climbed more than 15 percent. By contrast, the deficit rose 10 percent over the first three years of Obama's presidency, according to U.S. government figures.

Both the Bush and Obama administrations have launched unfair trade cases against China at the World Trade Organization, but neither has been able to rebalance the relationship.

SANTORUM: "This summer (Obama) showed us once again he believes in government handouts and dependency by waiving the work requirement for welfare. Now, I helped write the welfare reform bill. We made a lot crystal clear. No president can waive the work requirement, but as with his refusal to enforce our immigration laws, President Obama rules like he is above the law."

THE FACTS: The administration did not waive the work requirement. Instead, it invited governors to apply on behalf of their states for waivers of administrative requirements in the 1996 law. Some states have complained those rules tie up caseworkers who could be helping clients directly.

In a July 18 letter to congressional leaders, Health and Human Services Secretary Kathleen Sebelius said that to be eligible for a waiver, governors must commit that their plans will move at least 20 percent more people from welfare to work. Moreover, states must show clear progress toward the goal within a year, or lose the waiver.

"We will not accept any changes that undercut employment-focused welfare reforms that were signed into law fifteen years ago," Sebelius wrote.

Ron Haskins, a former senior Republican House aide who helped write the welfare-to-work law, has said "there is merit" to the administration's proposal and "I don't see how you can get to the conclusion that the waiver provision undermines welfare reform and it eliminates the work requirement."

Haskins, now co-director of the Brookings Center on Children and Families, says the administration was wrong to roll out its proposal without first getting Republicans to sign off on it. But he said the idea itself is one both parties should be able to agree on, were it not for the bitter political divisions that rule Washington.

Do Voters Love Ann Romney Back? Do They Respect Chris Christie?

The spin machines are a-whir in the wake of Tuesday?s speeches at the Republican National Convention. Did Ann Romney succeed in making women across the country fall in love with her husband? Was New Jersey Gov. Chris Christie secretly testing the waters for a presidential run? We?re as interested in romance and long-term campaign strategy as the next person, but what we really want to know is: Did Ann Romney or Chris Christie affect the way Americans will vote in November? We teamed up with SurveyMonkey once more to conduct an overnight survey of registered voters throughout the nation. (Information on respondents is available?here. More information about SurveyMonkey Audience is?here.)?The questions were posted right at the end of each speech, and responses were gathered up until 9:30 a.m. sharp on Wednesday. Here?s how the snapshots developed.

The query ?Did Ann Romney?s speech make you more likely or unlikely to vote for Mitt Romney and Paul Ryan in the upcoming election?? elicited the poll equivalent of a blank stare. Almost 64 percent of respondents reported that Ann Romney had failed to sway them in either direction. While roughly 17 percent felt that the speech nudged them toward voting Romney-Ryan, a comparable 19 percent were repelled from the GOP ticket.

Next, we asked, ?Did Governor Chris Christie?s Keynote Speech make you more likely or unlikely to vote for Mitt Romney and Paul Ryan in the upcoming election?? Again, survey takers seemed to be on autopilot. Sixty-three percent revealed that Christie?s fiery disclosure of ?hard truths? didn?t affect the way they?d cast their ballots one way or the other, and 17 percent resolved anew to vote for Romney after hearing the speech. About 20 percent said that the address made them less likely to vote for Romney.

These numbers indicate that, while media pundits may have drawn strong conclusions about Ann Romney and Chris Christie?s performances Tuesday night, the electorate had a far more muted response. Neither speaker was really able to move the needle (or shake up the Etch A Sketch) in terms of projected voting behavior. Now it?s up to the men on the ticket to win voters to their side Wednesday and Thursday nights.

A study of 490,000 people published in the American Journal of Clinical Nutrition found those who drank four cups of coffee daily were 15% less likely to develop bowel or rectal cancer, and those who drank six cups reduced their risk by 24%. The researchers at the U.S. National Cancer Institute asked participants about their diets and lifestyles a decade ago.

Baby Boomers? More Like Baby Doomers - Summerville, SC Patch

Every generation decries the next, proclaiming how it will bring down what they knew as ?the greatest country in the world.? But I?m going to lament the past generation, and how their selfishness will be the end of that America we all know and love. How, unless a philosophical shift comes soon, the ?Baby Boomers? are going to drive us off an economic cliff.

Sacrifice. It?s what has made this country great, but it?s something the offspring of the ?Greatest Generation? have never had to go through. Sure, individually, members of my parents? generation have made a sacrifice here or there, maybe for the betterment of their children or other meaningful entities and causes. But as a generation, they never experienced something as challenging as World War II or the Great Depression. The Baby Boomers have always had what they wanted, when they wanted it, and often times, they?ve had more.

My grandparents? generation, the folks who endured a world war and a depression, created the freedom of which their children?s generation took advantage. The GI?s came home from Europe and the Pacific and they built modest, cookie-cutter homes. Those homes, such as the popular ranch homes, had small closets, one car garages, and they were ?just enough? for a family to live comfortably.

The following generation built? McMansions. Two and three car garages. Walk-in closets bigger than their childhood bedrooms. The more junk a Boomer bought, the more space they had to acquire to hold that clutter. Vacuum packs to store extra clothes? Sure. Personal storage units and warehouses for extra ?stuff?? Why not?

And today, to quote Yogi Berra, we wonder why ?a nickel ain?t worth a dime anymore.?

Our economy is in shambles, not because of one president, not because of one party, not because of one Fed chief, but because of the Baby Boomers. We hear a lot of talk about how great America used to be, and how sound our economy once was. But in all of that longing for yesterday, we never break down what happened.

Boomers made the credit card popular. They did the same to 30-year, million dollar mortgages. They complain about government debt, when most American adults now live in debt. Folks talk about the ?American way.? It no longer involves Victory Gardens or personal sacrifice, instead it involves maxed out credit cards, home foreclosures and screaming about the government spending money in the same reckless manner in which we spend our own. It?s not the government?s fault?well not entirely?but it?s the fault of a Baby Boomer generation who has never felt any pain. So what?s next?

Boomers have gotten old. They have kids. Many of them have grandchildren. So not only has our population exploded in the last half century, but the cost to keep Americans safe, healthy and educated has also gone up. Over the next decade, most of the Boomers will become eligible for Social Security. At the same time, they will enroll in the world?s largest social program: Medicare. This will continue to increase government spending, as a cut to either Social Security or Medicare would cause a political uproar from the Boomer voters (the largest segment of the American electorate).

So now, instead of making sacrifices like their parents made, Boomers are now wanting to cut the programs that they have long enjoyed (education, transportation, environmental services), so they can be sure to have the services (Social Security and Medicare) that they will need until they die. We?ve seen how serious they are about this, as they were the ones on the front lines of the Tea Party movement. A movement that reminded us all, that this is a generation that has always used complaining and protests to make their voices heard.

It?s time for the Baby Boomer generation to remember the simple instructions of one of America?s greatest presidents: ?Ask not what your country can do for you, but what you can do for your country.? If they can muster up the courage to do just that, then they can leave this world a better place for my generation to inherit. Otherwise, those of us under 40 are doomed.

After years of avoiding direct mention of his religion, Mitt Romney will open up about his Mormon faith as he accepts the Republican nomination for president.

The former Massachusetts governor is the first Mormon presidential candidate on a major party ticket. It's unclear just how much detail he will provide on Thursday night, the pinnacle of the Republican National Convention in Tampa, Fla. He has spoken broadly in the past about the importance of prayer and belief in God, but has not discussed the Church of Jesus Christ of Latter-day Saints.

However, the roster of speakers promises at least a glimpse into his nearly 14 years of service as a lay Mormon pastor around Boston. The invocation will be given by Ken Hutchins, a retired Northborough, Mass., police chief, who was also a Mormon leader in the state, and Grant Bennett, who served as a church counselor to Romney, is scheduled to offer remarks.

"I think this is a speech where he's going to talk a lot about what's informed his values, what's informed his outlook. Of course his faith is an important part of that," Romney aide Kevin Madden said in Tampa this week. "It's an important part of who he is as a husband and a father. And so I think you can expect some of that."

Starting in the 1980s, Romney was a bishop in the Boston suburb of Belmont, a job akin to the pastor of a congregation. He then served as a stake president, the top Mormon authority in his region, which meant he presided over several congregations in a district similar to a diocese.

He counseled Latter-day Saints on their most personal concerns, regarding marriage, parenting, finances and faith. He worked with immigrant converts from Haiti, Cambodia and other countries. Bennett has in the past described how Romney built relationships with other religious groups around his Belmont, Mass., hometown, after a suspicious fire in 1984 destroyed a new Mormon meeting house there.

Other convention speakers have already laid a foundation for this new faith emphasis. In his acceptance speech Wednesday night, vice presidential nominee Paul Ryan, a Roman Catholic, said "our different faiths come together in the same moral creed." Ann Romney, in a speech meant to show a more personal side of her husband, describing the early challenges they faced as a couple, including religious differences. "I was Episcopalian. He was a Mormon," she said. The reference was striking given that the Romneys almost never use the word Mormon on the campaign trail.

Republican evangelicals have been playing down conflict with Latter-day Saints. Most prominently, former Arkansas Gov. Mike Huckabee, speaking from the podium Wednesday night, said, "I care far less as to where Mitt Romney takes his family to church, than I do about where he takes this country." Huckabee, a Southern Baptist pastor before he entered politics, had publicly questioned Mormon beliefs when he was competing against Romney in the 2008 presidential primary. Most Christians don't consider Latter-day Saints part of traditional Christianity, although Mormons do.

Romney has struggled to navigate as a religious minority seeking the nation's highest office.

Since Mormons generally live in concentrated communities in the Mountain West and California, few Americans have met a Latter-day Saint. Most Mormons said they were stunned by the open expression of prejudice against their church during Romney's first bid for the White House.

In his 2008 campaign, Romney openly courted evangelicals, who make up about a quarter of the electorate and are a critical part of the Republican base. He stressed the beliefs he shared with Christian conservatives about Christ and the Bible, and he promised he would not be influenced on policy by the leaders of the LDS church. This year, he has done little public outreach with Protestant conservatives and, until now, has largely separated his Mormonism from his campaign.

"He's trying to find the right register, and those around him who advise him are trying to find the right register. Now, it seems, the push is to make him look human, that means emphasizing the admittedly wonderful things he has done in the church to help people," said Laurie Maffly-Kipp, a religion scholar at the University of North Carolina, Chapel Hill, who writes frequently about the LDS church. "The trick is to do that without bringing up the parts of Mormonism that might sound odd to others."

A Gallup poll in June found that voter bias against Mormons has barely budged for decades. In the survey, 18 percent of Americans said they would not vote for a well-qualified presidential candidate who happens to be a Mormon, compared to 17% who said so in 1967, when Romney's father George had been seeking the Republican nomination.

However, the campaign clearly felt more confident discussing the LDS Church since Romney sealed the nomination.

Polls indicate that Republican voters are willing to set aside their concerns about the LDS church to oust President Barack Obama. A recent poll by the Pew Research Center found that a majority of people who know that Romney is Mormon are comfortable with his religion or don't consider it a concern. In the days leading up to the convention, Romney told interviewers he prays daily and discussed the doubts he experienced about his religion when he, like most young Mormon men, fulfilled his church duty to serve as a missionary. Romney served in overwhelmingly Catholic France during the 1960s, and faced hostility as an American and a Mormon.

"I don't think underlying attitudes have changed," said John Green, director of the University of Akron's Bliss Institute for Applied Politics. "I don't think evangelicals are any less skeptical about Mormons, but an election is a choice and Republicans have something to work with here because of the unpopularity of Obama among this group of evangelicals."

Fampridine (trade name Fampyra) has been approved in Germany since July 2011 for adult patients suffering from a higher grade walking disability (grades 4 to 7 on the EDSS disability status scale), as a result of multiple sclerosis (MS). The German Institute for Quality and Efficiency in Health Care (IQWiG) has assessed the added benefit of the drug pursuant to the Act on the Reform of the Market for Medicinal Products (AMNOG). According to the findings, there is no proof of added benefit, as the manufacturer's dossier contains no evaluable study data for the comparison between fampridine and the appropriate comparator therapy.

G-BA specifies physiotherapy as the appropriate comparator therapy

MS is a chronic incurable inflammatory disease, in which the patient's own immune system damages nerve tracts in the brain and spinal cord. In some patients, some muscles are in permanent spasm or are paralysed. If the disease is more advanced, patients may develop a walking disability.

The Federal Joint Committee (G-BA) has specified physiotherapy as the appropriate comparator therapy for the benefit assessment. This treatment must fulfil the requirements of the German Guideline on Remedies (Heilmittelrichtlinie). In addition, the patients must receive optimized standard therapy for MS.

Requirements for an indirect comparison not fulfilled

There are no studies that directly compare fampridine with physiotherapy. Instead, the pharmaceutical company presented data on an indirect comparison. These data originate from studies in which fampridine was compared with a placebo or in which physiotherapy was compared with "no treatment".

The legal ordinance on AMNOG explicitly specifies that it is possible to prove added benefit using indirect comparisons too. However, specific methodological conditions apply, which were not fulfilled by the manufacturer in the fampridine dossier.

Marked differences in the grade of disability

In addition, the studies on physiotherapy which the pharmaceutical company has evaluated cannot be used, as they also included patients with a markedly lower grade of disability (EDSS from 1.5) than in the studies on fampridine. Thus, the populations were not similar enough to allow a comparison between the results.

Finally, the manufacturer does not discuss in the dossier whether the physiotherapy tested in these studies was in accordance with the criteria of the Guideline on Remedies and, if this is not the case, why these studies would nevertheless allow conclusions about the situation in Germany. Moreover, the manufacturer does not mention whether the patients actually received optimized MS standard therapy. However, these two points are conditions specified by the G-BA for the appropriate comparator therapy.

Hence the manufacturer did not present evaluable studies on the appropriate comparator therapy for the assessment of the added benefit of fampridine, thereby also failing to present an evaluable indirect comparison. Thus there is no proof of added benefit of fampridine.

G-BA decides on the extent of added benefit.

The dossier assessment is part of the overall procedure for early benefit assessment conducted by the G-BA. After publication of the manufacturer's dossier and its assessment by IQWiG, the G-BA initiates a formal commenting procedure which provides further information and can result in a change to the benefit assessment. The G-BA then decides on the extent of the added benefit, thus completing the early benefit assessment.

BERLIN (AP) ? Samsung has unveiled a voice-controlled camera as part of a fall lineup of consumer gadgets aimed at setting itself apart from rival Apple.

The South Korean electronics giant presented the 16-megapixel Galaxy Camera at the IFA tech show in Berlin on Wednesday.

It comes days after Samsung suffered a costly defeat in a patent dispute with Apple in the United States.

Samsung's Galaxy Camera runs Google's popular Android operating system, giving it features previously restricted to smartphones or tablet computers such as photo organizing, photo sharing and voice-control.

The company also announced two new phones, the Galaxy Note II and the ATIV S running Microsoft's Windows 8 operating system.

Samsung says the devices will be available in many countries from the end of October.

Flake claims victory in Arizona Republican Senate primary

PHOENIX (Reuters) - Conservative U.S. Representative Jeff Flake claimed victory on Tuesday in a Republican primary election to pick a replacement for Jon Kyl, the U.S. Senator for Arizona who is stepping down at the end of the year.

Flake, the front runner by a wide margin in polls, announced he had beaten his feisty rival Wil Cardon as the Arizona Secretary of State's office reported Flake was 49 points ahead with 477 of 1,667 precincts reporting.

The six-term congressman now faces Democrat Richard Carmona, a former U.S. Surgeon General and decorated Vietnam War veteran originally from New York, to contest a seat that Republicans need if they are to have a chance to take control of the Senate in the November election.

"There couldn't be a starker difference between myself and our opponent in the general election ... Richard Carmona was handpicked by President (Barack) Obama to run here in Arizona," Flake told cheering supporters at his home in the east Phoenix Valley.

"We cannot allow someone who agrees lock, stock and barrel with the whole Obama agenda to become senator from Arizona. We've got to have an Arizonan who believes in limited government, economic freedom and individual responsibility," he said.

The U.S. Senate contest in Arizona is the highest-profile race among state primaries on Tuesday that include votes in Vermont and Alaska, as well as a runoff election in Oklahoma.

In Vermont, businessman John MacGovern overwhelmingly defeated challenger Brooke Paige to win the Republican primary for U.S. Senate. He will go up against heavily favored U.S. Senator Bernie Sanders in the general election.

Voters in Oklahoma picked Republican Markwayne Mullin, a plumbing company owner, over legislator George Faught by a comfortable margin in a U.S. House race.

Kyl, a senior party leader, announced in February he would not seek a fourth six-year term in office. Both he and Arizona's other U.S. senator, John McCain, endorsed Flake in the race, which started out fiery but cooled as successive polls gave him a widening lead.

Cardon, who oversees his family's portfolio of real estate investments, came out early with a costly advertising blitz casting Flake as a Washington insider who favored tax increases and was soft on illegal immigration. However, Cardon had reduced his spending in recent weeks.

Flake, 49, campaigned on what he said was a "proven track record" of voting to reduce the size of government and cutting taxes and spending.

Cardon, 41, spent nearly $8.8 million of his own money through the August 8 candidate-filing period in a bid to make his mark with voters as an outsider and businessman with experience.

A poll last Friday by the Western Representation political action committee had Flake leading Cardon by 64 to 16 percent.

Republicans already have a majority in the U.S. House of Representatives and must hold onto open seats such as Arizona's and gain four in other states to take control of the Senate.

In another hotly contested Arizona primary, two Republican incumbents went toe-to-toe in a battle for the chance to be on the ballot for a U.S. House seat in the November 6 general election.

Ben Quayle, son of former Vice President Dan Quayle, took on David Schweikert, in an expected tight contest brought about by the once-a-decade redistricting.

It is one of 11 such House contests between incumbents nationwide this year, and the result has yet to be called.

Samsung teased a Series 7 all-in-one running Windows 8 -- on a 10-point touch display -- at Computex in June, and today the machine gets official with pricing and specs. The Series 7 will be available in 23- and 27-inch flavors, both of which run Microsoft's latest OS on a 1080p touchscreen. The setup includes a redesigned keyboard, which is small enough to tuck under the display's metal stand, and the AIOs will support gesture recognition. The 23-inch Series 7 costs $1,099 and runs a Core i5 CPU with 6GB of RAM, 1TB of storage and Intel Graphics 4000. The 27-inch model offers a Core i7 processor, 8GB of RAM, 1TB of storage and discrete AMD Radeon HD 7850M graphics, all for $1,699.

In addition to refreshing its Series 7 machines, Samsung is introducing the 21.5-inch Series 5 all-in-one, which it describes as a "kitchen-style PC." Its legs are on either end of the display, leaving room to stow the keyboard under the screen and freeing up your desk (or counter) space. The Series 5 will go for $749, and it includes a Core i3 processor, 4GB of RAM and 500GB of storage. All three AIOs have two USB 3.0 ports, three USB 2.0 connections, HDMI and a media card reader, and all will go on sale October 26th. Pfaff Automotive launched a campaign that asks people to register for a ?Tweet Race? by signing up for a new Twitter account or signing in with an existing one. Starting from Monday, when the campaign began, the first 10 people to reach 2,500 followers will win a key; one of those keys will unlock the door of a new 2013 Audi A4.

Implantable devices for treating cardiac arrhythmias, which include ICDs, are already underused in parts of Eastern and Central Europe and there is a risk that the financial crisis could exacerbate the problem. The European Heart Rhythm Association (EHRA), a registered branch of the ESC, is tackling this issue through ICD for Life. The initiative aims to raise awareness about the importance of ICDs and sudden cardiac death in countries in Central and Eastern Europe.

ICD implantation rates in Europe vary widely, ranging from 1 ICD implantation per million inhabitants in Ukraine to 326 in Germany. Treatment gaps between East and West exist for other cardiovascular implantable electronic devices (CIEDs) including implantable pulse generators (IPGs, also called pacemakers) and cardiac resynchronization therapy (CRT) devices.

"This is becoming challenging in a day where the global economy is shrinking and Europe is even more under pressure now," said Professor Angelo Auricchio (Switzerland), president of EHRA. "Usually the first things that are cut in the national budgets across Europe are implantable therapies because they are a long term investment. You have to implant an expensive device for which the return will be seen in 4 to 10 years."

He added: "I'm very afraid that in the bad European economic situation it will become even more challenging to properly treat patients who need implantable devices. With our initiative we hope to raise awareness about the importance of implantable devices and sudden cardiac death so that cash strapped governments do not cut these very important and proven therapies."

An EHRA ICD for Life Summit will be held in Belgrade, Serbia, during 19-20 October, to discuss challenges and unmet needs in Central and Eastern European countries. The Summit is targeted at politicians, health insurance companies, policy makers, representatives of health ministries, arrhythmologists and electrophysiologists. The president of the Summit Organizing Committee is Professor Goran Milasinovic (Serbia), who pioneered the ICD for Life idea.

"Our aim is to convince the decision makers that this is a part of cardiology which needs better financing, and that they will get a return on their investment in terms of decreasing mortality," said Professor Robert Hatala (Slovakia), chair of the EHRA National Societies Committee. "The scientific evidence that these therapies are not a luxury but a highlyefficient therapy with no alternatives is very powerful."

An expected outcome of the Summit is that each country will identify its own obstacles to treating patients with CIEDs and catheter ablation,. EHRA will then help with solutions, which may include training doctors to implant devices and perform catheter ablation. Central European countries, primarily Czech Republic, Hungary, Poland, and Slovakia, who have successfully established arrhythmia programmes under difficult conditions in the last 10-15 years will provide mentoring , hands on training and on-site support.

The Summit will also launch the idea of a Sudden Cardiac Death Awareness Day, which will be held during December 2012 or January 2013. National working groups of arrhythmia and electrophysiology in Central and Eastern Europe will choose the best way of raising awareness of arrhythmias and sudden cardiac death in their country to increase rates of treatment and reduce death. EHRA will award a prize to the country that runs the most successful awareness day.

Professor Auricchio said: "We hope to capture the attention of patients, patient organisations, policy makers and insurance companies and help them understand that sudden cardiac death is an important problem which needs to be solved, because we do have effective therapies."

There are misconceptions surrounding sudden cardiac death. A commonly held view amongst the public is that sudden cardiac deaths are the result of a heart attack, but they are usually caused by cardiac arrhythmias such as ventricular tachycardia. These electrical disorders can be treated with CIEDs. Professor Hatala said: "We want to highlight that we can identify some people who are at very high risk of dying suddenly and that these people need urgently specific therapy."
