Director of Budget and Planning - HigherEdJobs

The Director of Budget and Planning for the UMass President's Office reports to the Assistant Vice President for Accountability and Planning
and is responsible for managing budget staff through various cyclical budget and planning processes, including the capital plan, operating
budget, financial indicators, formula funding, and related communication, management, compliance and reporting activities. The Director will
be responsible for managing projects and initiatives, preparing reports and presentations, and participating in discussions with important
stakeholders. The Director supports the Senior Vice President in communication with legislative and executive branch staff, campus
administrators, and others, representing and promoting the University's interests. The Director will periodically collaborate in strategic
planning, policy analysis, and special projects as required.

Job Description:

  • Directs the development and documentation of the University's annual operating and capital budget requests.
  • Provides information for internal planning and decision-making and facilitates the reporting requirements of the university.
  • Assists the Chief Financial Officer and the University community in attaining their respective missions by creating and disseminating quality information for planning, budgeting, management, and accountability.
  • Directs cyclical budget and planning processes, preparing templates and communication, fielding questions, establishing and driving towards timelines and preparing summaries and reports as needed.
  • Identifies and monitors proposed legislation and developing issues in the public sector which could affect the University.
  • Directs the President's Office budget development and management, working with departments to develop annual budgets and providing revenue and expense estimates for the office.
  • Provides financial planning and policy analyses for various President's Office needs and initiatives including strategy considerations, Trustee requests, press inquiries, and others.
  • Prepares the five-year capital plan and works with various agencies and entities to facilitate University capital activities including UMass Building Authority (UMBA), Division of Capital Asset and Maintenance (DCAM), Executive Office for Administration and Finance (EOAF), and others. Works with campuses to align capital plans with strategic goals and growth opportunities of the campus and the University.
  • Works with campuses and central staff to develop and issue schedules, plans, guidelines, and templates, and consolidate campus data into reports. Analyze internal and comparable external data for trends and potential improvements or new strategies.
  • Manage system office responsibilities in capital approval processes, including drafting correspondence, drafting and/or reviewing Interagency Service Agreements and Memoranda of Understanding, track related actions including associated fund transfers and in general ensure parties are fulfilling obligations.
  • Develop and manage a program for measuring, reporting and addressing deferred maintenance at the University. Responsibilities include working with campus administrators and state officials and other parties to fully scope the problem, develop and deploy optimal procedures for measurement and reporting, and, working with system office leadership, develop strategies for addressing the deferred maintenance.
  • Assist the University and its campuses in researching and developing revenue generating opportunities as it relates to our land and facilities. Research peer University strategies, consult with the campuses and offer suggestions. Pursue opportunities for capital funding including state and federal programs for construction or renovation.
  • Interface with state administration and finance personnel and systems, including the MMARS system to ensure appropriate allocation and use of state funds
  • Direct annual processes for developing and reporting University results and analyze internal and comparable external data for trends and potential issues.
  • Support the University's sustainability initiatives including green buildings, energy conservation, and waste management.
  • Assist the Assistant Vice President in working cooperatively with campuses and other areas of the University to design and accomplish needed process improvement changes.
Requirements:

Required Qualifications:

  • Undergraduate degree in a related discipline
  • Minimum of five years of related financial management and budget experience in a decentralized organization, including demonstrated experience with complex financial analysis
  • Strong quantitative, analytical and financial reporting skills
  • Ability to collaborate across decentralized leadership teams to collect and process information and to optimize alignment of priorities, resources, projects, programs, and operations with University goals.
  • Strong orientation to customer service approach to working with departments and groups
  • Independent thinker and proactive at engagement
  • Experience managing multiple direct reports
  • Strong reputation for integrity and confidentiality
  • Demonstrated ability to communicate and present clearly, both verbally and in writing, in an informed and persuasive manner, to multiple constituencies; including administrators, staff and faculty
Technology Skills Required
  • Knowledge of enterprise resource planning and accounting systems, preferably Oracle and PeopleSoft
  • Expertise in data extraction, analysis and report presentation
  • Above average experience with Excel
  • PowerPoint proficiency needed for frequent management presentation
Preferred Qualifications
  • MBA or related advanced degree
  • Experience with Capital planning, building and construction
  • Experience using technology to improve productivity
  • Higher education and private sector experience
  • Familiarity and experience with data driven problem solving and continuous quality improvements tools/methodology
Additional Information:

Starting salary for this position will be commensurate with candidate's experience. No relocation assistance available.

This position could be located in either Boston or Shrewsbury, Massachusetts.
